It's a great thing! customers need not go to their own bank ATM's for withdrawals, This may lead the banks may not install new ATM's henceforth, and some banks may shut down thier ATMs
which are non remunerative.. For this RBI should provide guidelines to retain existing ones also to increase no. of ATM's further.

Good stem from Customers point of view but a headache from Bank point of view. It will create cash availability problems in major busy areas…

RBI has done a great job, this was an ultimate requirement of the customers. it will make cash withdrawal easy , customers will no more be hesitant to withdraw from other banks ATM"s.This will give an edge to banking services as well.
